External program check method. Looks for executable files in directories listed in the PATH environment variable.

this variable will contains an error message, if check fail

which program to look for
Return value
mixed -
FALSE if dependency could be resolved
successfully(!); or an
PEAR_DEPENDENCY_* constant
in case of unresolved dependency.

This function can not be called statically.
