break
break ends execution of the current for, foreach, while, do-while or switch structure.
break accepts an optional numeric argument which tells it how many nested enclosing structures are to be broken out of.

To break more than 2 levels you must have more than 2 structure.
In your example you have 2 structures : while and foreach and you try to break three.
Test with 3 structures and it works ;), example with adding for loop :
